No it’s not and by endorsing that it is true, all you are really doing is showing the world how ignorant you are.
Let me break this down.
Law of Conservation of Energy: Energy cannot be created or destroyed. 
Therefore, energy existed. Before the big bang, energy existed in the form of a gravitational singularity, of low entropy. As the second law of thermodynamics states, entropy increases, the gravitational singularity becomes unstable, thus, the big bang in which the energy expanded, some energy became matter, time began to exist, and what we currently know as the universe began to exist.
So we’ve covered up to “creating everything” part of this bullshit straw man.
As for rearranging of matter, there’s this force, that’s known as gravity. It allows the matter of the universe to come together and form larger parts of matter.
Organic matter can be explained, albeit not to a full extent, via abiogenesis, where we have empirical evidence of basic organic material in the form of amino acids formed from inorganic material. The self replicating bits are known as cells and after a few billions of years, they formed dinosaurs.
The only reason it seems ridiculous is because it’s worded in an attempt to Appeal to Ridicule, and yet the only people who find it remotely silly are people who aren’t educated enough in science to understand what really happened.
Not to even MENTION that to be an atheist you don’t have to trust science and believe that the big bang, abiogenesis, and evolution are true.
What this photo SHOULD say, if we really are talking about atheism, is the following.
